Important Notice
Starting January 1, 2026, the United States will enforce stricter ISPM-15 inspections on all wood packaging materials (WPM) entering the country.
If you're importing goods into the US using wooden pallets, crates, or dunnage, you need to ensure your packaging meets ISPM-15 standards. Non-compliant shipments may be rejected, held for fumigation, or returned at your expense.
What is ISPM-15?
ISPM-15 (International Standards for Phytosanitary Measures No. 15) is an international standard developed by the IPPC (International Plant Protection Convention) to prevent the spread of pests and diseases through wood packaging materials used in international trade.
Wood packaging must be either heat-treated (HT) or fumigated with methyl bromide (MB) and marked with the official IPPC stamp.
5-Point Compliance Checklist
US Customs and Border Protection (CBP) uses the following checklist to verify WPM compliance:
IPPC ISPM-15 Marking
Is all WPM stamped with International Plant Protection Convention ISPM-15 marks that are easily visible?
The mark must include: IPPC symbol, country code, producer number, and treatment code (HT or MB).
Stamp Format Compliance
Are all stamps in a valid ISPM-15 format?
Valid formats: XX-000, XX-00000-YY, or XX-00000-YY with IPPC wheat symbol.
Material Consistency
Is all the same wood used throughout? Or, are each of the different parts marked and compliant?
If a pallet uses wood from different sources, each piece must be individually marked.
Debarked
Is all bark removed from the WPM?
Any remaining bark can harbor pests. Complete debarking is required.
No Live Pests
Have you checked for holes, tunnels, channels, or loose/compacted sawdust in or on the WPM?
Warning: These signs could indicate the presence of live pests, which will result in shipment rejection.
